Permit Application and Expenditure Report

Permit Application Instructions:

Application Form and Location Expenditure Report
All production companies filming in the District are required to complete an Application Form and Location Expenditure Report. The information obtained from these forms is used to facilitate the production process and to help determine the economic impact of film and television production in the District.

Your request should be submitted directly to the Office of Motion Picture and Television Development four (4) business days prior to the first day of work when requesting parking, or two (2) business days prior to the first day of work if requesting filming only.
 
Any application received by the Office of Motion Picture & Television Development after 1200 hrs (noon Eastern Standard Time) will be considered to have been received, and will be processed, on the following business day.
 
All forms must be completed accurately and thoroughly. If a required field does not apply to your project, indicate so by entering N/A (not applicable) in the appropriate space. Please print or type legibly.
 
Your contact information (including phone number, fax number, and email address) must be entered in the appropriate fields. Failure to provide all of the required information will delay your request. If you do not receive a confirmation within 24 hours or the next business day of submitting your request, please review your application to ensure that all of the required fields have been entered correctly and re-submit.

Permit
The permit we issue to your production provides access to public locations and location parking for essential production vehicles within DC public space. When your project is shooting an exterior location and requires traffic control, re-routing, or a scene with weapons or uniformed police, you must have the Special Operations Division of the Metropolitan Police Department on location.

When filming at city facilities (i.e., City Hall, Municipal Buildings, Parks, Harbor Areas, etc.), you must include prep and strike dates and times in the summary of scenes field provided for that location. When requesting the use of weapons, gunfire, or special effects, thoroughly describe the scene, specific location(s), and duration, in the summary of scenes field in addition to completing the specific weapon/gunfire/special effects field. Failure to provide this information will result in your request being returned for correction.

Insurance
All Productions regardless of size (except student projects) are required to submit an original, signed Certificate of Insurance, in the amount of $1,000,000 per instance of claim for general liability, with the “Government of the District of Columbia” listed as additional insured, before a permit can be issued.

Student Projects must provide an original signed letter from their Instructor, Department Head or Dean of College on school letterhead stating the student’s name(s), title of the project, purpose of the project and/or any other details germane to the project. In the case of student projects this official school letter will be accepted in lieu of the Certificate of Insurance.

Parking
The Office of Motion Picture and Television Development provides special parking privileges at working locations for vehicles essential to your shoot. These vehicles are defined as equipment trucks, lifts, cranes, campers, RV’s, cast trailers, passenger vans, shuttle buses, picture cars and honeywagons. Personal cars or any other non-defined vehicles are not covered by the permit.

Productions that request special parking privileges in residential areas must provide alternate parking arrangements for the residents directly affected by the filming/parking activity. Production companies are must notify residents 72 hours in advance of filming/parking about the filming and alternate parking arrangements.

Requests for parking must be entered by indicating, in order, the street and the side of the street being requested and the nearest cross streets (e.g. North side of Main Street, NW between 1st and 2nd Streets). Please include date(s) and time(s).

Special Jurisdictions and General Location Assistance
There are a few frequently requested locations within the city which are not under the jurisdiction of the District Government and are not available on our permit. These locations will require special permits and/or permission from the agencies with that specific jurisdiction. The locations most commonly requested through our office but not under our jurisdiction are: the National Mall including all of the National Monuments, Memorials, the US Capitol Building, Supreme Court Building, Library of Congress Building and all of the House and Senate Office Buildings. For any other locations not directly available through our permit, the Office of Motion Picture and Television Development's production unit has extensive contacts and will support your requests. When you start pre-production the office will provide additional details, and we will work with you to anticipate and resolve any problems that may arise.
