Permit Application and Expenditure Report

Permit Application Form

All production companies filming in the District area are required to complete an application form and expenditure report. The permit we issue to your production provides access to public locations and location parking for essential production vehicles. When your project is shooting an exterior location and requires traffic control, re-routing, or a scene with firearms or uniformed police, you must have the Special Operations Division of the Metropolitan Police Department on location.

  • When filming at city facilities, you must include prep and strike dates and times in the summary of scenes area. Failure to provide this information will result in your request being returned for correction.
  • When requesting gunfire or special effects, thoroughly describe the scene, specific location(s), and duration in the summary space.
  • Your application should be submitted to the Office of Motion Picture & TV Development four (4) business days prior to the first filming date, when you are requesting posting in residential areas, or two (2) business days prior to the first filming date, when posting is required in commercial areas or when you are only requesting a film permit.

An application received by the DC film office after 12 pm will be processed the next business day. For example, a request received at 1 pm on January 15 will be logged as received, and will be processed on January 16.

Insurance
All film and video projects require an original signed Certificate of Insurance in an amount of not less than $1,000,000 per instance of claim for general liability and must name the District of Columbia as "additional insured" before a permit can be issued.

Parking Features of the Permit
For your production, the permit provides for special parking privileges at working locations for vehicles essential to your shoot. These vehicles are defined as equipment trucks, lifts, cranes, campers, and honey wagons. Personal cars or any other non-defined vehicles are not covered by the permit.

Posting should be entered by indicating, in order, the side of the street requested (e.g. N/S for north side or B/S for both sides), street name and type (e.g. St., Ave., Dr.), dates and requested hours.

Special Jurisdictions and General Location Assistance
There are a few frequently requested locations within the city, which are not under the jurisdiction of the District Government, and are not available on our permit. These locations require special permits. These exceptions are national monuments and the US Capitol. For any other location not directly available through our permit, the Office of Motion Picture & TV Development's production unit has extensive contacts and will support your requests. When you start pre-production, the office will provide additional details, and we will work with you to anticipate and resolve any problems that may arise.
